◽ Malaysia has now joined the list of countries that have imposed strict bans on social media use for children under 16 years of age. These new rules have come into effect across the entire country from Monday, i.e., today. With this, Malaysia has actively joined a global effort to strengthen online safety measures for children using social media.
◽ Starting Monday, the Malaysian government has taken an important and historic step by implementing a new law. According to this new law, children under 16 years of age can no longer open social media accounts in their own name. The government was compelled to take this strict decision keeping in mind the excessive addiction to social media among children and the continuous rise in cases of cyberbullying or mental harassment through the internet.
🔴 For which apps will this rule apply?
◽ This rule will apply to all major social media platforms in Malaysia that have more than 8 million active users. This includes globally popular large platforms like Facebook, Instagram, TikTok, and YouTube. All these companies must now mandatorily establish an age verification system on their platforms. As a result, no child under 16 years of age will be able to create a new account.
🔴 What action will be taken if companies do not follow the rules?
◽ If any technology company does not properly comply with these government rules, they may face a huge fine of up to 10 million Ringgit in Malaysian currency (which is approximately 21 crore Indian Rupees). However, the most important aspect of this law is that if any child creates an account by hiding their identity, no fine or legal action will be taken against their parents.
🔴 Why did the government take such a decision?
◽ According to the Malaysian Communications and Multimedia Commission, they do not want to hinder children from using the benefits of the internet; rather, their main objectives are:
◽ To protect children from dangerous and age-inappropriate inappropriate content available on the internet.
◽ To prevent incidents of cyberbullying or mental harassment through the internet.
◽ To eliminate the terrifying addiction to social media apps that harms children's mental and physical health.
🔴 What is the opinion of technology companies in this regard?
◽ Social media companies have not yet clarified how they will implement this new and complex age verification system. However, the government has given them some additional time to update this system and prepare.
◽ Meta, the parent company of Facebook and Instagram, has already expressed deep concern over these rules that completely ban social media. According to Meta, if children are suddenly and completely removed from mainstream apps, they may shift towards the dangerous parts of the internet, i.e., the Dark Web or unregulated websites, which could prove to be more dangerous for them.
🔴 Various concerns regarding the law
◽ While many parents are happy with this timely decision by the Malaysian government, IT experts are mainly concerned about two important things:
◽ The first is the threat to privacy: Companies may have to ask for government ID documents to verify age on social media. There is a major fear that this step could expose people's personal and sensitive information.
◽ The second is that it is easy to bypass the law: Since there is no provision for fines or punishment for parents in this rule, they can very easily open accounts in their own names and let children use them. In such a situation, it remains to be seen how effective this rule will be in practice.
🔴 This new trend is ongoing across the world
◽ Malaysia is not the only country to take such steps. Australia, Brazil, and Indonesia have already imposed similar strict restrictions on social media use for children.
◽ On the other hand, leading countries like India, Britain, France, Spain, and South Korea are also deeply considering enacting such laws in their respective countries. Online safety for children has become a very important issue for the entire world.

◽ सोमवार से, मलेशियाई सरकार ने एक महत्वपूर्ण और ऐतिहासिक कदम उठाते हुए एक नया कानून लागू किया है। इस नए कानून के अनुसार, 16 साल से कम उम्र के बच्चे अब अपने नाम पर कोई भी सोशल मीडिया खाता नहीं खोल सकते। बच्चों के बीच सोशल मीडिया के प्रति अत्यधिक लत और इंटरनेट के माध्यम से साइबर बुलिंग या मानसिक उत्पीड़न की घटनाओं में लगातार वृद्धि को देखते हुए सरकार को यह सख्त फैसला लेने के लिए मजबूर होना पड़ा।
🔴 यह नियम किन ऐप्स पर लागू होगा?
◽ यह नियम मलेशिया में उन सभी प्रमुख सोशल मीडिया प्लेटफॉर्म पर लागू होगा जिनके 80 लाख से अधिक सक्रिय उपयोगकर्ता हैं। इसमें फेसबुक, इंस्टाग्राम, टिकटॉक और यूट्यूब जैसे दुनिया भर में लोकप्रिय बड़े प्लेटफॉर्म भी शामिल हैं। इन सभी कंपनियों को अब अपने प्लेटफॉर्म पर अनिवार्य रूप से 'उम्र सत्यापन प्रणाली' (Age Verification System) स्थापित करनी होगी। इसके परिणामस्वरूप, 16 साल से कम उम्र का कोई भी बच्चा नया खाता नहीं बना पाएगा।
🔴 यदि कंपनियां नियमों का पालन नहीं करती हैं तो क्या कार्रवाई की जाएगी?
◽ यदि कोई तकनीकी कंपनी सरकार के इन नियमों का ठीक से पालन नहीं करती है, तो मलेशियाई मुद्रा में 1 करोड़ रिंगित तक (जो भारतीय मुद्रा में लगभग 21 करोड़ रुपये के बराबर है) का भारी जुर्माना लगाया जा सकता है। हालांकि, इस कानून का सबसे महत्वपूर्ण पहलू यह है कि यदि कोई बच्चा अपनी पहचान छुपाकर खाता बनाता है, तो उनके माता-पिता पर कोई जुर्माना या कानूनी कार्रवाई नहीं की जाएगी।

◽ हालांकि मलेशियाई सरकार के इस समयोचित फैसले से कई माता-पिता खुश हैं, लेकिन आईटी विशेषज्ञ मुख्य रूप से दो महत्वपूर्ण बातों को लेकर चिंतित हैं:
◽ पहली गोपनीयता के लिए खतरा है: सोशल मीडिया पर उम्र सत्यापित करने के लिए कंपनियों को सरकारी पहचान पत्र मांगने पड़ सकते हैं। इस कदम से लोगों की व्यक्तिगत और संवेदनशील जानकारी के खुलने का एक बड़ा डर है।
